Dear Chancellor,
The National Peace Council and National Peace Commission were formed by an Act passed by the Congress of the Republic of Colombia on February 19th 1998. The latter of these bodies was granted special functions with regard to the search for efforts to bring relief and an end to the internal war in our country.
Given the statements by the ELN in the enclosed document as well as information available to us, the committee believes it would be useful if the German government would take over the role of generous supporter and mediator for the setting up of a peace process in Colombia.
As Colombians we would like to express our gratitude in advance for everything that your government is able to do in this matter, for which we, too, will continue to exert ourselves to the fullest.
